居住者（Residente）は永住（Permanente：定住の意思をもって入国する者）と一時居住（Temporal：一定期間の活動のために入国する者）に分かれ（第31条）、ほかに非居住者（No residente）の区分がある。申請は移民局に、国外からは領事館を通じて行える（第44条）。確認したのは2004年の制定時の本文（港湾庁の保管資料）で、施行規則（Reglamento 631-11）と改正は未確認。
Residents are divided into permanent residents (entering with the intention of settling definitively) and temporary residents (entering for activities of a set period) (Art. 31), in addition to non-residents. Applications are made to the Directorate General of Migration, or from abroad through consulates (Art. 44). Checked against the original 2004 text (archived by the Port Authority); the implementing regulation (Reglamento 631-11) and amendments are unverified.

移民法（Ley 285-04、2004年の制定時の本文）と施行規則（Decreto 631-11）を確認したが、不在による居住資格の喪失の規定は見つからなかった。移民法には国外に出る必要がある居住者への最長6か月の再入国許可（第79条）があり、施行規則には居住許可の有効期間を超えて国外に出る居住者が出国前に再入国許可を申請する手続（第86条）と、居住の申請中の者が正当な理由なく6か月を超えて不在の場合は申請をやり直す規定（第85条）がある。施行規則はスキャン画像で、該当箇所の検索は OCR（日本語用）によるため見落としの可能性がある。要件の有無は不明。
The Migration Law (Law 285-04, original 2004 text) and its implementing regulation (Decree 631-11) were checked; no rule on losing residence through absence was found. The law provides re-entry permits of up to six months for residents who need to be abroad (Art. 79); the regulation sets a procedure for residents who will be abroad beyond the validity of their residence to request a re-entry permit before leaving (Art. 86), and requires applicants still in the residence process who are absent for more than six months without justification to restart their application (Art. 85). The regulation is a scanned image and relevant passages were located with (Japanese-language) OCR, so something may have been missed. Whether such a requirement exists is unknown.

投資による居住は永住者の区分に含まれ、一時居住を先に得る手続が免除される（移民法施行規則 Decreto 631-11 第54条）。優遇措置を受けるには、最低20万米ドル（またはこれに相当する額）を、外国投資法（Ley 16-95）に定める形か既存の会社への出資として投資する必要がある。国が指定する投資事業への投資では、最低額は行政府が定める（同第55条）。
Residence through investment falls within the permanent resident category and is exempt from first obtaining temporary residence (Implementing Regulation of the Migration Law, Decree 631-11, Art. 54). To benefit, the foreign investor must invest at least US$200,000 (or equivalent), as a contribution under the Foreign Investment Law (Law 16-95) or to the capital of an existing company; for designated investment projects the minimum is set by the Executive (Art. 55).

会社法（Ley 479-08 とその改正 Ley 31-11）の成立済みの公式本文を取得できなかった。上院の歴史資料館で取得できた文書は、Ley 479-08 を廃止・置換する旨の条文と空欄の署名欄（「Dada……..」）を持つ法案の本文で、成立した法律ではないため根拠に用いていない。
