一次情報の原則Primary sources first

官報、公式法令データベース、政府機関の公式ページ等の一次情報で確認した事実のみを掲載します。報道や解説サイト等の二次情報、検索結果や AI による要約は根拠に用いません。確認できない項目は推測で埋めず「未確認」と表示します。

We publish only facts checked against primary sources such as official gazettes, official legal databases and government agency pages. Secondary sources, search snippets and AI-generated summaries are not used as evidence. Items that cannot be confirmed are shown as unverified rather than filled by inference.

確度の3段階Three confidence levels

A 確認済 / Verified: 編集者が一次情報の原文（条項）と照合済み。
Checked by the editor against the original text (with article reference).
B 出典あり / Sourced: 一次情報の出典があり、該当箇所を確認済みだが、編集者による原文照合は未了。
Backed by a primary source whose relevant passage was checked, pending the editor's review of the original text.
未確認 / Unverified: 一次情報で確認できていない。
Not yet confirmed by a primary source.

A 確認済への照合Verification to level A

「A 確認済」への引き上げは、登録された照合者が出典の原文を自ら開き、次の7項目すべてを確認した場合に限ります。AI（Claude）は B 出典ありまでの記録を行い、A への引き上げは行いません。照合日・照合者・照合した版を各項目に表示し、照合から365日を過ぎたもの、または照合後に出典を取り直したものは再照合の対象とします。原文の引用がありえない事実（一覧に掲載されていないこと等）は B 出典ありが上限です。

An item is raised to level A only when a registered reviewer personally opens the original source and confirms all seven points below. The AI (Claude) records items up to level B and does not raise them to A. Each item shows the verification date, reviewer and version checked. Items are re-verified 365 days after verification or when the source is re-accessed. Facts that cannot be supported by a quotation (such as absence from a list) are capped at level B.

値のないマスの区分Cells without values

値のないマスは、理由に応じて次のように区別します。「見つからず」は制度が存在しないことを意味しません。制度がないことを掲載するのは、公式文書にその旨が明記されている場合に限ります。

Cells without values are distinguished by reason as follows. “Not found” does not mean that something does not exist; we state that something does not exist only when an official document says so.

未確認 / Unverified: 調査したが、一次情報で値を確認できていない。

施政国の法律による / Administering state's law: 自治領・海外領土で、この項目は施政国の法律で定まるため、地域の値としては掲載しない。
For this territory the item is governed by the administering state’s law, so no territory-level value is shown.
公式サイトに接続できず / Official site unreachable: 公式情報に接続できなかった（ボット検証・アクセス拒否・リンク切れ等）。試した記録を掲載。
Official sources could not be accessed (bot checks, access denied, broken links, etc.); attempts are listed.
見つからず / Not found: 公式情報で該当する記載が見つからなかった。制度の有無は不明（「制度なし」を意味しない）。試した記録を掲載。
No relevant statement was found in official sources. Whether it exists is unknown (this does not mean “none”); attempts are listed.

公開版と完全版Public and full editions

本サイトには公開版と完全版（会員限定）があります（完全版は現在準備中です）。公開版では、国籍・居住・法人設立に関する具体的な年数・金額・要件などの項目について、値・条項・原文の引用・補足を伏せています。ただし、どのマスについても確度と出典名（リンク）は公開版でも表示し、根拠の所在を確認できるようにしています。伏せる項目はデータの内容や国によって変えず、項目ごとに一律に定めています。

This site has a public edition and a full edition (members only; the full edition is in preparation). For items such as specific years, amounts and requirements on citizenship, residence and company formation, the public edition withholds the value, article references, quotations and notes. For every cell, however, the confidence level and source name (with link) are shown in the public edition so that readers can see where the evidence is. Which items are withheld is fixed per item and does not depend on the data or the country.

中立的な表示Neutral presentation

国・地域は国コード順、比較項目は分類ごとの固定順で表示します。ランキングや推奨は行いません。絞り込みは、選んだ条件に該当するデータを表示するためのものです。

Countries appear in country-code order and items in a fixed order by flag. We do not rank or recommend. Filters only show data matching the selected conditions.

原文の引用Quotations

法令・官報の原文は、根拠の確認に必要な短い部分引用または要約に留め、出典・条項・取得日を併記します。

Original legal texts are limited to short excerpts or summaries needed for verification, with the source, article and access date.
