B 出典あり / Sourced非居住者が保有する金融口座の情報を、各国の税務当局の間で自動的に交換するための国際基準。外国の金融機関等を利用した国際的な脱税・租税回避に対処するため OECD が公表し、日本を含む各国が実施を約束した。各国の税務当局は、自国の金融機関等から非居住者の金融口座情報の報告を受け、租税条約等の情報交換規定に基づき、その非居住者の居住地国の税務当局に提供する。日本では、平成29年(2017年)1月1日以後に金融機関等で新たに口座を開設する者等は居住地国名等を記載した届出書を提出し、国内の金融機関等は平成30年(2018年)以後、毎年4月30日までに特定の非居住者の金融口座情報を税務署長に報告する。令和4年(2022年)の OECD による基準の改訂を受けて制度が見直され、改正後の制度は令和8年(2026年)から施行、令和9年(2027年)以後の報告・交換に適用される。
An international standard for the automatic exchange, between tax authorities, of information on financial accounts held by non-residents. It was published by the OECD to address international tax evasion and avoidance through foreign financial institutions, and countries including Japan committed to implement it. Each tax authority receives reports on non-residents' financial accounts from financial institutions in its jurisdiction and provides the information to the tax authority of the non-resident's country of residence under the exchange-of-information provisions of tax treaties. In Japan, persons opening new accounts on or after 1 January 2017 must file a declaration stating their country of residence, and domestic financial institutions have reported specified non-residents' account information to the district tax office by 30 April each year since 2018. Following the OECD's 2022 revision of the standard, the Japanese system was revised; the revised system takes effect in 2026 and applies to reporting and exchange from 2027.
